115.015 – Election authority established and defined.

Missouri has 114 counties, plus the City of St. Louis is treated as a county. Each county and St. Louis City are their own voting jurisdictions. In addition, the city of Kansas City, even though it is part of several counties, is treated as its own voting jurisdiction.

Statute 115.015 contains a title, and a single sentence. It defines that the election authority in each county is the county clerk, except for counties or cities with a board of election commissioners which, in such a case, serve as the election authority. An exception not noted in the statutes is St. Charles County, which is a charter county. St. Charles County has an Election Director. From how elections are managed in the county, it appears the Election Director is similar to a county clerk.
