INTRODUCTION
Pilot Linear Ballot Hand-Count System: Cajun Clothesline
A team of citizens from Florida, Louisiana, and Missouri counted a sample of 100 hand-marked paper ballots from the Louisiana 2020 General Election with 12 races (federal, state, and local) in 40 minutes. Teams of two counted the same races and compared count sheets. Accuracy was 99.75%. Three single-vote discrepancies between counters were noted that did not impact the outcome of any race. Average precinct size in Louisiana is 1,200, so with a 50% turnout the time to count and certify an average election would be approximately 4 hours.
